He was a bonus for buying the prepurchase mega bundle of The Boomsday Project from last year (August 2018), same deal as Madam Lazul from Rise of Shadows.
You can’t buy him anymore - unless Team 5 decides to recycle him.

I had some toys in wow that are unobtainable now. When i payed for a race change (this was before the update that enabled all characters to share toys and mounts) my precious toys were turned into a gold coin when logging into my new race. It stinks to miss out on or lose limited digital thingys.
