For just 4 mana, Mass Dispel silences all minions and EVEN lets you draw a card. This card is just overvalued in my opinion for just 4 mana. In my opinion, either the draw should be removed entirely, or the mana cost should be increased by 1 as this card is even worse than when equality costed 2 mana. Am I the only one who thinks so?

People used to think it’s pure garbage.
Eeeeh. It’s a little hard to say. In other classes with aggro archrtypes, it would 10000% be busted. Or if mass buff decks were a bigger thing in HS (right now only token druid really buffs a wide board).
But currently? The draw is necessary to prevent it from just being dead in lot of matchups. And even then it only really worked because Priest has spell synergies.
I think it’s fine. Might be biased as it was a main component in my Temporus OTK deck.
Built a quest priest who stalls the game an wins with Wall Priests dumb Orge. Play Temporus an usually SW:D on any threat they have -If any- pass. They take 2 turns but since you are at or prob close to 40 life they don’t kill you lol an play some taunts.
You play the Orge an Divine Spirit pass. Next turn Double, inner fire with mass dispel game over. Only reason people didn’t rage at me was probably because I had the nerve to use Temporus for it.
Mass Dispel + Wild Pyro doesn’t clear boards the way Equality + Pyro does.
Yes most likely. The card is actually pretty bad. Against aggro this isn’t much help. Turn 4 your oponnent already has a board. What do you do on turn 4-7 when you play mass dispel? You have no to little mana left. It doesn’t remove anything on board just silences. Against battle cry cards this is pretty much useless unless the battlecry was to buff a minion on board. For 5 mana you can pretty much completely removed the board with mass hysteria, or holy nova for 2 damage and 2 healing. For 6 mana we had light bomb and dragonfire potion
I don’t think a card that happens to target a subset of decks more effectively is busted. The card doesn’t destroy minions and can be useless against many types of board states. If it has to be played just for draw a card at 4 mana I would say that’s highly inefficient.
Each class should have a card like this.
Actually there are many cards in the current game standard or wild that has pretty much doubled in value because of new cards that have been released since that time or mechanics like mana cheating has forced this game in a different direction and the rest of the game has not been adjusted to go with that. One example is vanish or mass despel. Many new decks are build around one or two new mechanics and a card like mass despel destroys a deck like that. One example is prelate pally deck. So many very good and fun cards that decks get build around becomes totally useless and in the next rotation the card is forgotten. The quality of the game is constantly being flushed down the toilet.
Mass Dispel is fine. It leaves a ton of stats still in play.

It’s one of many Priest cards that improved as the game shifted away from Chillwind Yeti into Carnivorous Cube type cards.
Priest is the anti deathrattle class and horribly polarized for those matchups.
I am not so sure it needs a nerf since it gets punished against tempo/battlecry decks.
Drawing card is worth 1 1/2 Mana. Silencing a minion is barely worth 1. So for 4 Mana you need to be able to silence three minions to get your Mana worth.
The card is a far cry away from broken or in need of change.
