I used echoing roar on a 2/2 'Loc prince in battlegrounds, and at the end of the turn it only gained +2/+2, not gaining the stats from its own effect at all. After combat it was still a 4/4, but the following turn it did gain +4/+4 at the end of turn like its supposed to.

A 4/4 regular loc prince may be the rarest minion to exist (in the range of regular stats)
Loc Prince must be in your hand, not on the board to receive buffs from other murlocs on your board.
Indeed, when you put him on the board, he gains NOTHING.
It is the murlocs (translation of the names I know in French) who will “inflate” him like :
Hungry Hivafin,
Muddy Forager,
Murgl Mod II,
Fin Diver,
Morgl the Oracle of the Tides.
He will be useful with other mutlocs on the board who will summon him or give his strengths to the one who takes the characteristics of all the murlocs in hand.
But it probably has a bug.
Not sure why you’re talking about hand-buffing from murlocs.

If loc-prince is 4/4, it has already been buffed. If it has been buffed, it should have gained an extra +2/+2 from its own effect.
Starting at 2/2, a loc prince cannot become a 4/4 after gaining stats. It will at minimum be a 5/4 or a 4/5. Checking at the current bg collection, it’s impossible for a loc prince’s to be 4/4 exclusively from the rectuit phase without a bug
The only way to have a loc prince with permanent 3 health, 3 attack, or 4/4 would be to buff it exclusively and permanently during combat, where the extra +2/+2 would only be temporary (which is not what happened since they buffed it during recruit phase with echoing roar)

If he become 4/4, he should be in fact 6/6. True.
