I have never rerolled any fire festevil legendary quest and since 2 days I did not receive any legendary quest. I tried to empty the cache, not yet to reinstall the game.
I’m on Android on Huawei p20 pro.
“A new Legendary Fire Fest-E.V.I.L. quest* will be unlocked each day for the first 7 days of the event” (emphasis mine)

Unless you skipped a lot of days and didn’t catch up on the quests yet, you probably already had all seven legendary quests associated with the festival.
