Does not progress when using the Bakin’ Bacon Equipment. After changing the Equipment it worked fine.

Just noticed that. The arcane dmg task is bugged too if you upgrade his arcane ability.

still bugged (since 2018 - you can find a bug report from 2018 !!!)
I was unable to make any progress with the “Bakin’ Bacon” equipment equipped. However after equipping “Boon of Atiesh” instead I was very quickly able to complete the quest. In both cases, the only ability I was using for Khadgar was “Hearthfire”

It seems you can’t upgrade Khadgar to Archmage (not even by playing the Hearthfire). This happens easily when you have the “correct” equipment or you first do damage and then Hearthfire.
i’m not sure what you mean, i just got khadgar to upgrade to archmage … what is the setup you are using exactly? (also this seems like it’s somewhat off topic from the op? or is it somehow related?)
