Among the expensive cards, only the Purator seems playable. And he’s no raid boss onyxia or kazakusan.
Some common and rare may be good, but they are easily craftable, the value of the mini set is mostly about its legendary and epic cards.

I chose not to play heroic brawl 2 times, and used the saved gold to buy it. So it’s practicly free.

you arent going to get as much dust for 2000 gold with packs
If you dont care much about the legendaries then you can just use spare packs of the current expansion to get the commons and uncommons for every mini set instead of the 2k gold. ( i save packs specifically for each mini set to maximize this as a now f2p player that used to pre order expansions years ago).
No , dont give 2000 gold (20 packs of the next expansion) i dont even mention to give real money .Theres only 2-3 cards you can play ,so create them .
Depends on your perception of value.
Aside from personal perception of value (how many gold/money you perceive card pack/individual cards is worth) these are the main questions you should ask yourself:
How many cards there feels interesting and/or powerful to you?
What is the chance you are going to play classes these cards belong to?
Is it better to just craft them?
Is it better to hope you open them in some free packs?
Do you plan to save gold for new expansion?
Does 20 more packs of new expanion feels more important to you than X number of cards?
Also note that you can buy mini set later on once you see how certain cards are performing. There is no rush to buy it day 1. There is no discount or whatever.
Yes. Buy it with gold. Who knows how much longer we’ll be able to purchase minisets with gold. It’s furthermore the likeliest investment of your gold to achieve value. You can buy 20 packs instead, but, you’ll almost certainly be worse off than if you bought the miniset. Consider, also, that there’s a good chance one or more of these cards will be nerfed, granting you full dust-value should you disenchant said card(s).
Basically, if you answer “yes” to the question “do you spend gold on cards?”, then the answer should be obvious.
If you want to continue playing a game thats degenerating more and more into casino nonsense then yes, this miniset contains more quarters for the slot machine.
If that sort of gameplay is not to your taste, then no it is not worth it.
