summoning portal + mechwarper == snip snap is 0 mana
Was the Mechwarper played last in both cases?
Also, this might be related to a text difference on the two cards:
Summoning Portal: Your minions cost (2) less, but not less than (1).
Reckless Experimenter: Deathrattle minions you play cost (3) less, but die at the end of the turn. (Cost can’t be reduced below 1.)
The Portal’s text, using standard English interpretation, applies only to the cost reduction of that card itself. The text on the Experimenter suggest that the card is actively blocked from costing less than 1.
i played it once then updated deck bcs interaction did not worked. did second test against inkeeper. reckless experimenter and after mechwarper.
cost was 1 until i summoned 2 more mechwarpers
i destroyed the original deck when i figured that it does not work and i wasnt sure if i had the right order.
Summoning Portal is known to have an early priority among cost modifiers, so other discounts can always pass its “not less than 1” limit. Reckless Experimenter does not, and will depend on order of play. I always presumed the former behavior was intended, for the sake of intuitiveness. But recently a developer spoke of Experimenter depending on play order as though it was intended:

It is not clear if both behaviors are intended with the wording difference accounting for the discrepancy as BigHugger suggested; or if both behaviors were intended at separate points but the inconsistency between them was an oversight; or if the early priority on Summoning Portal is unintended and Reckless Experimenter indicates the intended behavior.
Edit: Actually, reviewing that link, it seems Experimenter currently has a later priority than normal cost modifiers, causing it to never work with Mechwarper. However, the dev post says they’re looking to give it an equal priority. I forgot that it was only an announced change and not the current behavior. However, both cases are/would be inconsistent with Summoning Portal’s early priority.
