I made it myself to legend last month for the first time even thought I play the game since launch
I made it playing Wild with a big control priest. Very long games very often but that was fun

But I do see scroties point he is trying to exclude tourists, and perhaps does too good a job.
There is not really enough hard numbers to say he is WRONG, but I would say based on his information he is right its just he is probably excluding 95% of the player base when he should be excluding 66%-50%. But at least he has good numbers for that 5%.
