Discover and Random mechanics no longer apply to Legendary cards (unless explicitly stated)
Plenty of cards are better than legendary cards. The balance is not made based on card rarity (common/rare/epic/lego). If anything I’m pretty sure some rarities are chosen purely for monetary reasons (to be more expensive to buy them).
