Like playing mage. Currently play with what I have, not a net deck.
Have 200 dust 
Considering dropping cash on packs to build atleast ONE official proper deck (net deck?).
Dragon deck looks fun and is it from shadow expansion pack so should last for a while in standard?
So fo I buy shadow expansion thing pack? Or are the cards from a dragon mage deck in other expansions and classic card packs? Or basic cards?

I am surprised that none of the experienced players have answered your post. I will try to answer even if I am only a beginner playing between level 5 and 10. You should look the cards you have got already and use them.
I too prefer Mage but are mostly playing Token Druid, Hunter and Murloc Shaman on ladder. These decks are much cheaper and much easier to play. It is my experience that most decks on ladder below level 5 are aggro or tempo decks. They are a tough matchup for the Mage.
If you buy packs to build a strong Mage deck you may find yourself having a fun deck to play but you will be losing a lot .
Back to your question. Only you know which cards you are missing. Look in your collection page, press “drafting” and see in which packs you find the missing cards. You can get a free pack every day if you do your daily quests and win some games.

I do not think dragon mage is atm the best deck to build if you have limited resources. There are other netdecks that kinda works better in current ranked meta and being “dust friendly” consisting a lot of lower rarity cards.
Dragon mage is slower deck with huge value turns but it doesnt work so well if you are facing fast decks that are able to kill you at turn 5 if you let them (and I think dragon mage is exactly that case where you do not have early board presence and control).
But if you do like playing mage and do not like decks like token druid, mech hunter etc. try to google for “cyclone mage” but be advised that even this deck isnt any strong one in current meta.
The meta is basically - play hunter, or play deck that counters hunter. And currently no mage deck can get wins consistently vs. hunter decks.

If you’re looking for a powerful, high tier deck to rank up with, it isn’t Mage right now. If you simply enjoy Mage, Dragon or Cyclone are a good bet.
Note at the very least you will need Khadgar, 2 Mana Cyclone and 2 Mountain Giant. Then depending on build, cards like Antonidas, Alextraza, Stargazer Luna, Luna’s pocket Galaxy…
Dragon is much more expensive to build and Cyclone has a slight edge in terms of winrate. Both are a lot of fun depending on playstyle.

I played a bit 2 years ago when bonemare was a a thing and just got back into hearthstone last week.
I notice that I’m told the same thing, that the meta is aggro/swarm (same as zoo was back then?). And mage isn’t top tier.
But I enjoy mage and spells more and plan on playing more casual with dabbles in ranked.
Im feeling that hearthstone is very much pay to have fun or pay to save time, f2p is a huge grind.
So from what you guys have said and in another post, I’ll focus on just mage and go for cyclone/dragon/miracle.
If I have so much fun with the game and ranked I can always start investing into a meta swarm deck if I actually am.good at ranked and only held back by my cards
If I had suggested one to do, I would say do cyclone over dragon mage. At the moment dragon mage, it’s not good paired to cyclone because of there really not much good of a early on removable.
But with cyclone, you have a good chance of getting the removal-able spells to have control against Aggro style decks.

I crafted a dragon mage deck used by Kripp and am LOVING it in casual!
You are right, it suffers against swarm style but if you make it to power spike, it is very fun to play
