How do i unlock Arthas?

I am new to this game but am at rank 24. I made this Blizzard account 2 weeks ago. Just recently i found out that there is a single player quest for Knights Of the Frozen Throne and all my friends had it and got the free legendary after the prologue. I went on to single player battle but couldnt find the quest anywhere. I have Rakahstan’s rumble, doomsday project etc. But i cant find KoTFT quest anywhere. Meaning i cant unlock the Arthas skin that requires me to defeat the Lich King.

I also realised that KoTFT has just rotated out of the standard format about a month ago.

Is this normal? Am i never gonna be able to unlock Arthas?
