Highlander card refund, bug or feature?

The highlander cards from showdown in the badlands were nerfed to be “if your deck starts with no duplicates”, but while Reno is showing a refund my golden Kurtrus isn’t.

I know blizzard doesn’t do dust refunds for an entire package when the card they’re supporting is nerfed, but the highlander cards were directly nerfed themselves here so it’s weird only one is showing a refund.

Reno was changed from 8 to 9 mana, so he was clearly nerfed.

It’s not obvious whether the highlander effect change is a nerf. It does make those cards immune to plagues/bombs, which is a benefit. So I suspect they are not counting that change as a nerf.
