Hearthstone Battlegrounds - Sulfuras Passive Never Proc

I was playing Battlegrounds as Ragnaros with Treasure Hoard Anomaly (On Turn 7 get Golden Tier 5) in play.

With passive unlocked, I had Golden Drakkari Enchanter from Treasure Hoard. Sulfuras did not activate a single time at end of combat throughout the game where I lost on Combat 10.

Sulfuras activates at “the end of your turn”, which I believe is the end of the tavern phase, not the combat phase.
