When I purchased the new miniset, Perils-in-Paradise, I did not get a reroll option. I was on mobile. I would have liked to reroll my golden Travelmaster Dungar.

re rolls are for uncraftables

The reroll system is for duplicates of uncraftable cards that you earn from the season rewards track, achievements, promotions, etc.
It is not for duplicates of craftable cards that you get from normal purchases.
Basically its purpose is to eliminate the bad feelings you might have from earning a cool reward, only to realize that you already have it.
