Yes, but by how much ?? 0.1%? I mean… That’s 1 game out of 1000 (I know, law of large numbers, yadah yadah but that’s roughly the figure).
So to be honest, between spending 1600 precious dust on that 0.1%, and spending it on something fun - as, let’s be reminded that this is a game and I am here to be entertained…
Bottom line being, what is YOUR definition of “being competitive” ? I’m doing rank 3 average every month, so, yeah, I don’t feel like the competition is blowing me away, and I have no wish to do the legend run again, what is that 0.1% going to change for me ? Feel less bad because I lost 1 game in a blue moon because of one card, one factor in a sea of factors ?
To be fair, misplaying has probably a far bigger impact than that extra legendary in a deck.

Except you can fulfill the new 60g quests just by playing 3 games. No need to win them all. Presumably at some point in the four months between expansions you’ll win the 60 games needed to earn that extra 200 gold to hit 10k.

the point is that with your 10k, you get 100+10 packs out of the 250-280 needed=40-45% of one xpac

And you got it for free. 40% of an expansion for an investment of half an hour every day for four months seems like a pretty good deal to me. Particularly for a game you can play almost anywhere.
Of course, if your goal is a full collection, then it isn’t enough. But a full collection is a dumb goal anyway, so there is that.
People have literally done meta-analyses on pack statistics showing that you get about 75% of a set from 100 packs, and many of the remaining cards (junk epics and filler Legendaries) aren’t even useful. Where are you getting your numbers from?
Why are you guys still arguing about P2W, anything that’s an advantage is technically P2W, I wouldn’t say that if you pay and get a very slight advantage that it would be P2W, because it’s just on the egde of P2W and not P2W, let’s say you buy 50 cards and you get at least 10 cards that are legendary epic and rare vs the F2P player who has none of these cards then yea I would say it’s a pretty big advantage, but getting 1 card that’s better is on the edge, not worth calling it P2W tho technically it is.
Any huge advantage is P2W clearly for the period that both play untill they are even or very close in same deck.

Ehm. No? It isn’t? It’s pretty widely established that a significant portion of Epics and Legendaries from each set are bad or underpowered and likely to never see play. You can see there’s evidence for this by searching specific card names on sites like HSReplay.
Its not a reading issues. Moreso the fact that you can’t back up your claims and are very obviously trying to swipe it under the rug. Like i said, the innkeeper may help you improve to at least average standing.
