How is “wherever” not considered dormant?
wherever is EVERYWHERE, including dormant.
It also doesn’t destroy them in res pools or keep them from reappearing later if summoned via a card effect. dormant minions effectively don’t exist for almost all purposes.

not a bug dormant minions are unnafected by any card effects including their own (dorman minions effect dont apply or activate while its dormant )
