I had a game where i played Quasar in the previous 2 turns where Elven Ministrel that was in my hand was not reduced in cost and was unble to draw cards when i play it

Minstrel only draws minions…
According to your own deck tracker on the right, you had 4 cards in your deck after you drew the Minstrel, none of which were minions. What were you expecting it to draw?
the draw card might be on me, but the card cost was not discounted tho?
I’m going to guess that you have misunderstood the effect of Quasar.
When you play Quasar, it discounts the cards that exist in your deck at that moment.
It is not a permanent ongoing effect that reduces the cost of all further cards you draw for the rest of the game.
If a card is added to your deck after playing Quasar, it will not be discounted.

Whenever a card goes backward in the zones, it resest back to its unenchanted state
The zones in question being Dead>Board>Hand>Deck
There are a few exceptions but that’s the general rule

I don’t think this explains his confusion, because the Minstrel did not have a cost reduction when it was shuffled back into the deck.

Yes it did, they shuffled it twice, first time on turn 5
