I originally posted this in the support feature, but was instructed to post here, despite my issue not being resolved, so that other players are made aware because I guess that’s my job. I will share the full conversation below.
On April 26, I decided to finally open several packs from the new expansion that I had been holding onto. My fear in opening them is that I would, as I have for 3 of the past 4 expansions, receive the reward track card as my 10pack legendary. My fear was that I would receive Sir Finley, even though I plan on purchasing the reward track; I have only been waiting to see if it will be rewarded with a wow 6-month sub as the prior expansions have done (you do not receive a refund for purchasing if this occurs). Note: I was later informed that owning a diamond card DOES NOT prevent you from receiving the card in a pack, so my waiting would have been irrelevant.
To avoid the inevitable, I crafted and disenchanted all of the reward track cards, and then closed the app. I was doing this on mobile, iOS. A little later I reopened the app and had to download the newest update, meaning my crafting of these cards was after the desktop client had been released, and potentially while the iOS client was releasing, unknown to me.
I then proceeded to open a couple packs and there he was, Sir Finley. I spoke with customer support, even pointing out how this should not be possible, and they agreed, even saying not leaving the crafting window would still register the cards for duplicate protection. However, I was then told that there is no record of me owning Finely or any of the reward track cards.
I purchased packs and was given a card I should not have, by Blizzard’s website and employee admittance, because of backend issues. All I want is either a different legendary or the dust difference. This is the second time I have been, bluntly put, screwed over by backend issues, and if it were any other company (I have had wonderful customer service from WotC with Magic Arena in comparison), they would err on side with the consumer. I appreciate the issue being looked into, but this feels ridiculous. I have never had backend tracking issues when it comes to, say, WoW or Magic Arena. I don’t feel like my request is outrageous. Shoot, I’m not even asking for refunds for the other reward track cards I am sure to get now. A random legendary or just the dust difference would be fine. I’m not even dust starved, I just don’t like being screwed out of a purchase because of issues not under my control.
Below is the conversation between myself and support for additional context.
Dexter
Hello,
I just received the legendary Sir Finley, Sea Guide in a pack. However, this should not have been possible as I had just crafted the card (and disenchanted it) an hour prior (both non-golden). As per your website, https://us.battle.net/support/en/article/116884 it should not be possible to receive Finley a second time. Is there a way to allow a refund for the full dust amount, or reward a different legendary? Does the duplicate rule only apply for the diamond version of the card. The only reason I decided to open packs prior to purchasing the mastery pass was because your website said a duplicate couldn’t happen.

Marconford
Hail and Well Met, I am Specialist Game Master Marconford bows
I’ve been going over your concerns here and after checking through all available records for your Hearthstone Game License I am showing that there have been no Sir Finley, Sea Guide cards crafted on this account since the release of the Voyage to the Sunken City Card Set on 12APR2022.
The only record we have of this card being added to your collection was when it was a part of the Booster Pack you opened recently. As a result it is considered a legitimate legendary drop.
Thank you for your time and patience here.

Does crafting not count in your system if the card is disenchanted at full dust value in the crafting window? Because that’s what I did. If it doesn’t, that needs to be stated on your website, because again, I would not have purchased ANY packs if that were the case.
I somehow keep getting the plain version of reward track legendries as my first legendary of the set, so had a feeling this would happen. That’s why I crafted and disenchanted all the reward track cards as, according your website, that prevents duplicates. I’d have already bought the reward track for this set but didn’t know if it would be included with the 6 month wow sub again, and based on testimonies, you do not refund the purchase of the reward track if that ends up being the case. There really needs to be better communication so customers don’t feel like they’re getting screwed over for purchasing/not purchasing your product.

Kalnywor
Hello Dexter, I am Game Master Kalnywor.
Thank you for contacting us, we received your message and I read it thoroughly!
Disenchanting the card - even of its full value - should still count, don’t worry!
According to our records, however, Sir Finley, Sea Guide has never been obtained nor disenchanted on this account.
I also wanted you to know that the Diamond edition of the card that you can obtain with the pass is considered as a separate and special version and wouldn’t prevent you from obtaining the normal version from booster packs opened after getting the pass.
With that said - if you have any suggestion to improve these mechanics, the developers would love to hear it! You can send a suggestion by creating a forum post about it. Here’s a link to the forums: battle.net/forums
Writing a post on the forums allow the matter to get additional visibility and further comments from other players, making it possible for our Community Managers to forward it to the developers.
Lastly, I would like to personally thank you! If our games are still loved and cherished after all these years, a great deal of their success must be credited to the community, which has always had a key role in their improvement! Your feedback is greatly appreciated and I wanted you to know this!
Have a fantastic day!

I know there was a singular day that Finley was refundable for full, but my crafting it, as well as all of the reward track cards (I have also now received a 3rd of the School Teacher card) was done of the same day as my initial ticket. For each, I crafted the cards and immediately disenchanted them while the crafting window was open, thus allowing a full refund. My question is whether not leaving the crafting window for a card does not show it as crafted in your system. If this method IS supposed to count, perhaps the cards are not being shown as having been owned because I crafted them on mobile, after the latest patch had been released on the desktop client, but before it was downloadable on iOS, as a download was then available after I crafted/disenchanted the cards, closed and reopened the app, and after downloading the patch deciding to open several packs.
Also, thank you for letting me know about diamond cards NOT preventing duplicate legendries from packs. From what I have seen from the majority of the community, the assumption is that they do prevent pulling the legendary from a pack. You should share this information publicly so this belief is amended.
Thank you for your assistance thus far, I appreciate it.

Llosayar
This is Game Master Llosayar, I wanted to take some time and write to you and let you know I truly appreciate your patience in these times, and what I could do for you.
In the words of my people, Bal’a dash, malanore.
I absolutely understand how frustrating this can be, and I made sure to review your case in full to get all the details.
Not leaving the crafting window should still count the cards and show them to us, but we dont see him.
I highly encourage to continue to report this issue on our Bug report forums so it can be tracked by both our Quality Assurance and Development teams, as well as alert other players to possible emerging issues and better prepare them to combat a potential problem.
Because of the complexity of the issue, we don’t have a way to resolve it on our end.
While Game Masters have a wide variety of Phenomenal Cosmic Powers™ available to them (used only in Azeroth as directed), we too are limited at times. Even though we’d like to, we may not give credit for a quest, achievement, kill, etc, when it’s being investigated as a bug.
This is, in part, because a) it would be a bandaid for one character - not fixing the underlying issue for everyone. And b) it can even break the character in some irreparable way. While I wish there was something I was able to work through for you on my side, with issues like this we have to be sure to not make things worse. I really hope you can understand.
On my end I’ll be gathering all available information and sending it up to our Quality Assurance team for investigation on your behalf, so they can test to try finding the cause of this happening. If any bugs can be found, they can then work with the Development team to get that fixed up as quickly as possible.
I can not guarantee a direct response on this topic but I do assure it will be investigated.
Most bugs are best handled by referring to the bug reporting system. This allows us to prioritize high-volume issues, gives the developers a snap shot of what’s happening in game, and is easiest for you!
If you have any other questions or concerns that come up, me and my brigade of Game Masters will be here to help! If you are all set, sweet! Or if you do need more help with this same issue just click on the ticket and reply!
