If you already own all the legendary cards from that set, then of course you will eventually get a duplicate. I don’t understand what bug you think you’re reporting.

How exactly did you receive this card?
From opening a regular pack?
From claiming a season reward?
From buying a bundle in the shop?
Don’t know. I have opened about 150 booster packs at once, 75 standard packs and another 75 titan packs, plus about 15 inhospitable lands catch-up packs. And suddenly taking a look at the cards there they were.
