After seeing everything the expansion has to offer i’m think that is preferable to just not return it to standard than nerf it into unplayability.
Don’t know if i’m the only person but this is how i’m see the situation RN.
Sure they can nerf it to 3 mana but at that point what is even the point on it existing?
Just to lie to people about the card being properly balanced and unnerf it when it goes to wild?
My 2 cents about it.

If holding at least 3 dragons or some larger condition like that.

And what?
Then it still wild growth with minion on 2.
Reality is that the card has no business costing 2 mana and 3 mana kills it.
No one needs to be briliant to solve it.
Is it really banned if they can still discover it with a 1 mana spell? Half-assed ban.

It will probably cost 3 mana but also have increased stats. In that form, its wild growth with an additional minion and not that bad a card.
We get it, you hate ramp.
Take your two cents back and move along.

I don’t think they’re planning to nerf whelp. I think they removed it to look at the other cards.
I would think they will nerf the mana return on Nestmatron and nerf another early card like Dragon Tales to slow the deck properly.

i dont think you can rely on it
unless the minion pool for it is small
We have now seen that they are open to creating more cards with temporary mana into the future. Why not just have the whelps gain as a temporary boost the following turn only. The only other path is nerf the cards that are being played too soon.

I agree that the Sloshy Splishy Wehlp should be unbanned, it did not deserve this
They should just ban druid from gaining mana entirely and the problem will be solved.
I agree, then they can unnerf Force of Nature and turn Savage Roar into a 3 turn Aura

Yeah, banned just means removed from deck building. I guess they can generate it from other cards but that’s inconsistent at best, and takes additional mana.
