I would like to think they do, but time after time it really seems like they do not.

Who has the time with all the great games out there, they post on the regular about playing games like Baldurs Gate 3 but the last dev i remember playing Hearthstone was Iksar.
He used to even do ladder climbs using exploits to see how they faired in the meta lol.
We gave him a lot of flak for it but at least the dude was playing the game.

They do but they’re bad at it. Eg they badly balance Standard …and Wild has no chance since it’s multiple times more complex to balance. They should hire better Programmers and write some Simulation and Formulation tools.
