I bought 40 packs and got only one legend. So i consider that blizzard steal people literally! No Joke! So do NOT buy packs!!!
heres better advice. research something before dump money into it.
had you used google you could have seen the millions and millions of posts complaining about how bad buying packs is. or save up a bunch of gold and get them that way to see if buying packs is something worth your money.

For the record there is an algorythm: every 40 packs u get at least 1 legendary (the counting reset on every legend drop, so if u drop it on second pack, u know u will get at least 1 in the next 40).
Same mechanism works for epic (at least 1 every 10 packs).
My suggestion is to buy at least 1 expansion, then after some month u can play 2-3 meta decks by simply doing every daily quest, basically free-to-play
