Really? I thought this was a bug and not intentional.

Similar to Reno Jackson in the previous core set. In the previous core set you were able to use diamond Reno Jackson in Standard as far as I remember

[Added 4/11] The team is aware that certain Diamond cards (like Ragnaros) did not handle Core set updates properly and didn’t end up available in Standard. The team is investigating the issue.
