Same for me, I haven’t had a new quest in the last 3 days or so. It just stops at 2 quest slots and then it seems to change the 2nd quest to a new one, but doesn’t give me a 3rd quest.
Also on EU server.
Can confirm, i had 3 quests and logged off. When i logged in again, one quest was gone (Win a game with priest or warlock)
EU server, the same problem.
Same happened to me yesterday on EU at about 9 am GMT+1
I have the same issue in EU. Yesterday, I didn’t get a new quest. Today, I 've received a new quest (total = 3), reset one of these … and I 've got only 2 quests 
In 2 days, I’ve lost 2 quests…
I noticed yesterday on my alt account that my third quest flipped around and was replaced. I do not remember exactly which quest I lost, but since the replacing quest was one which awards a pack rather than gold, it was easy to spot at first glance.
I was still able to re-roll one of my quests. Then I did not complete any of them. This morning, I logged into that account and I had only 2 quests, one disappeared, no new one to replace it. I was again able to re-roll one of the quests.
As this is an alt account, which I barely use except to help my main account complete quests, and I hope to get the Challenge a Friend quest on it, I don’t care too much, but if it happened on my main account, I would be sadder for sure.
Not sure why Blizzard seems to prefer Reddit to their own officil forums. Sad, really.

What has worked for others is to only carry 1 quest over each night until the issue is fixed. When the new tavern brawl comes out, you may want to clear all slots.
Treat the 3rd slot as blocked.
Lost 3 quests already, way to go.

Yikes, i cleared my quests and here we go! New quest arrived. So - 3rd slot is blocked, checking today for 2 slot:)
So how long are we going to have a 2 Quest maximum?

Same here guys! since saviors of uldum came out i havent received quests daily! i hope blizzard can fix this fast, because i am running out of gold :c
I have not received a daily quest in several days either. EU server.
From all the replies 3rd slot seemed blocked. I had 2 quests without any problem so its better to complete quests before you reach the slot limit.
Same problem. Had an empty slot, got a new quest and lost a 50g quest some days ago. Eu-server
I rerolled my Quest, got a new one, then logged in later only to find it had vanished. Never came back. I need all the gold I can get Blizzard! WTF?
Just an update to my previous post, in case this helps HS QA:
I know other people are still having problems, but the issue has been fixed for me (Americas server) for the past 2 days. I’m now receiving a 3rd daily quest, as normal, and it isn’t disappearing upon exit from HS.
On Aug. 9, I was playing HS at midnight PT, and I received a 3rd quest a little after midnight. However, after I exited HS and then re-launched it later that morning (around 9a.m. PT, Aug. 9), that 3rd quest I’d received was gone.
As of Aug. 10, though, the 3rd quest that’s populating around midnight PT is no longer disappearing after I exit HS. Yesterday and today (Aug. 10 & 11), when I’ve exited HS and then re-launched, the 3rd quest is still there.
Just out of curiosity, how long did you wait until you logged back in again? I was under the impression that the third quest might be getting overwritten at a certain time.
