I have collected all the legendaries from Emerald dream however I have not unlocked the signature card for doing so. It is stuck on 24/27.

Have you looked in your collection to verify that you own 27 different legendaries from the expansion?
Yeah, im only missing a few normal ones (Avianna, Ohn’ahra, Naralex and malorne). Got signature avianna and Ohn’ahra, then the signature malorne and diamond Naralex from the bundles.
Same issue, only missing Omen from the set, however looks like 4 netural legendary was not counted
