The card Cho’Gall is currently bugged. When played, it still adds copies of discarded cards to hand but then it makes all spells in hand (even ones not added to hand by Cho’Gall) cost health instead of mana but only for the next card played.
An example of this that I’ve tested in game:
• Cho’Gall was played from hand and added one copy of Soul Barrage to hand. This is the only card that should cost health instead of mana.
• At this point all spells in hand visually change to indicate that they cost health instead of mana.
• Next I played a Fist of Jaraxxus that was in my hand. Doing so cost four (4) health as the card could indeed be played for health instead of mana. This should not have been possible.
• After the resolution of the previously played spell, all cards in hand returned to indicate normal mana costs. The Soul Barrage that was added to hand by Cho’Gall should have still cost health instead of mana to play but didn’t.
I first noticed this bug when playing Cho’Gall in ranked Wild and have since tested this bug multiple times with the result being the same every time.

That bug been happening to me many times on wild exactly the same as you described and is so frustrating cause I build my deck around discarding or “sacrificing” certain cards to play them for a life cost after you get cho’gall on board

This is my bet :
A first Cho Gall got released in constructed
They gave him 2 functions
cho_gall_get_discarded_cards
cho_gall_set_cost_health
A new Cho Gall got released, exclusive to book of mercenaries
They gave him 1 function
cho_gall_bom_set_cost_health
A new Cho Gall got released in constructed, dev came by, searched for existing “cho_gall” function, found themselve smart and went “duh previous dev used 2 different functions for the same thing”. They dumped cho_gall_bom_set_cost_health function and replaced it by cho_gall_set_cost_health.
Since the Cho Gall from book of mercenaries does not generate cards, they broke him (and he has been reported to be broken for years now)
For the recent patch, they went through their “adventures to fix” to-do list, checked the function used by Cho Gall in BoM, saw that it obviously couldn’t work, and changed it to make spells cost health, without checking if the function was used elsewhere
This is only a guess, but if the Cho Gall from BoM is now working properly, it would most likely be proof of it.

If blizz could fix this that would be great because in its bugged state it gets in its own way.
Yeah, this really needs to be fixed. I’ve lost too many games because I expect my minions to cost health when returned from Chogall, while at the moment only spells do.
