When Cactus cutter makes draw a spell, if the drawn spell is a plague, the following draw card is a random one (not another replacing spell).
Plagues are cast when drawn. Cards that are cast when drawn will draw another card after they cast themselves. That card will be random. This isn’t a bug.

Also so you don’t fall into the trap even if you drew another spell and it was castable cactus cutter didn’t draw it the plague did so he would still not get the buff
This applies to all cast when drawn like parachutes from patches, any bombs, TNT or eruptions
