Cabaret Headliner reduces cost of spells that already cost 0

as the title says, Cabaret Headliner reduces cost of 0 cost spells when there are other spells of the same school that do not cost 0. I’ve had multiple instances where I had 2 Conductivities in hand, one costing 2 and the other one costing 0 and when I played Headliner, it would play the animation over the 0 cost one and the other one wouldn’t get reduced.

As far as I’m aware, the way this has worked for a while is that other cards should always be prioritised over the 0 cost ones?

Should be
But for some reasons, some mana reduction effects often are bugged at launch the way you’re reporting it. Wouldn’t be shocked that it’s bugged
