12/7 “At the end of your turn, attack a random enemy minion (excess damage hits the enemy hero) .” - damage done to divine shield is 0, so the whole attack should hit the enemy hero, however if minion has for example 3 health and divine shield on top, the damage that hits enemy hero is 9. I believe that this is a bug and it is not intended.

It’s been the case since the introduction of explosive rune back in 2017
Excess damage is not the amount of damage inflicted over what killed the minion, it’s the amount of damage first available on your attack, regardless of what the outcome of the actually inflicted damage is
