Breaking of pack rules

Hello!
I have already wrote to support on the game’s website, but there I didn’t receive a response to my request, and they sent me here.
The essence of the reason is that - I keep statistics of opened packs for myself and can’t understand what’s wrong.
Since the last legendary card in two additions, more than 20 packs have been opened, but the legendary has not gotten.

  • in the Descent of Dragons - in total of 74 packs were opened and 25 after the last legendary;
  • in the Saviors of Uldum - in total about 70 packs were opened and 22 after the last legendary.

According to the policy of receiving cards, after the first 10 cards, the legendaries can be obtained in 20 packs on average.
Before this incident, everything was OK. On average, in 17-20 pack was legendary.

Remember, 20 is the average.

While Blizzard has never detailed the maximum number of packs between Legendary cards, observations have been made that one can open a maximum of 39 packs of the same set without receiving a Legendary card (this is known in the community as the “pity timer”).
