I was playing ETC in Battlegrounds and had an active Thorned Trailblazer on my board. I played a Bilgewater Mogul as my first “choose 1” effect and it did not trigger, so nothing gained any stats, and I was no longer allowed to have a combined choose 1 effect that turn. Unfortunately sold the unit before I thought to take a screenshot.
I saw this today too. I also didn’t get a picture, but I found someone else posted video of it on reddit.

February and I’m having this issue as well. Bilgewater lit up both being active and like it had the combined effect, but when I played the card, nothing happened at all. Didn’t let me pick a friendly minion to use the effect on, so pretty much wasted 3 gold, a hero power, and a combined effect.
Bilgewater is still bugged. I couldn’t play its effect multiple times with Jandice. I would play the card it it would have no effect.
I tried using Bilgewater Mogul two turns in a row on my Misfit Dragonling, both attempting to increase it’s health, it did not work either time.
