Craft masters call and highmane kmmediately, then if you are lacking any cards, just fill them in with any hunter spells and beasts you do have.
NOTE: if you are adding/replacing minions in the deck, make sure they are beasts. Otherwise Masters Call will only draw you one card.

There is a magic carpet zoo warlock along with other meta decks.
Midrange Hunter or any sort of Face Hunter deck is a fantastic place to start.
I’m the same way Zoo Warlock is
Both are fairly cheap to craft
Both will teach you resource management
(when to trade, when to go face, when to value trade to conserve resources)
Both will teach you when to go “screw it” and just go face and work out the odds of drawing into burn or charge minions to finish games off. You will loose more games waiting rather than “going for it” and these decks will help with this.
Both will teach you about synergies and how impactful and important they are in aggro style decks. Keeping a beast on board and value trading is far more important than just ramming face and letting your opponent dictate the trades. Hunter with their beasts is a great place to learn this.
Both are fairly easy to pick up but definitely have depth to them to improve and you can climb with both decks in nearly every meta ever so they are fairly safe crafts.

I would recommend token druid. Pretty cheap (I am pretty sure you can get one for like 2k dust), very effective, never truly dies. That said, I know nothing of hunter, so maybe it is better than token druid for beginners. Just throwing this one out there in case someone forgot it.

I’d wager Mech/Secret Paladin, and Mech/Bomb Hunter would also be decent for budget versions.
Also Silence Priest but this one might be harder to play.

Craft zoolock or hunter for the first competitive deck, then craft whizbang to satisfy the needs to try new cards without spending dust.
This way, he wont bored getting locked with that one deck for months. Since he can fool around with whizbang. Craft him gold for the max value.
Here is a post I did with my beginner build.
I did spend like 20 bucks on the game when I first started.
I bought the Rise of Shadow bundle + few packs to get started.
I got lucky in getting Lord Jaraxxus.
I did get a few cards in triples.
I was able to disenchant them to get dust.
Than I used the dust to create a few more of the Warlock cards.
Zoo warlock is one of the best decks now. It’s only playable with sea giants and magic carpets though (epics).

Replace rafaam with 2nd saronite (rafaam is not even good in this deck).
Replace crystallizers (if you don’t have them) with bloodsail corsairs or any other 1-drops .
Soularium is very good, but it’s still playable without it (a bit less consistent). Replace it with lerroy if you have him or anything else (e.g., an ooze or 2nd eager underling).
Silence priest is all commons and is ~1k dust. Got to rank 4 with it.
