Those are for features that they want to have a separate announcement for I believe. For example, if you look at this version of the road map that was shown on Out of Cards around the time of the Year of the Phoenix announcement:
If you compare the Phase 1 section with the road map in the blogpost about the Year of the Phoenix, the two “Spell Locked” items in Phase 1 are the Demon Hunter class and the Free Demon Hunter Deck:
So, the other “Spell Locked” items from later phases are likely to be things they’re just not ready to announce yet.
New classes to bring us to a cool 12 by the end of the year?

One of those is very likely a class update but they haven’t determined which classes they are going to update yet because they don’t know what the meta is going to look like and who is going to be in need of an update the most.
They fix the meta by nerfs/buffs. Or just leave it while they work on the next thing. They have already essentially decided the majority of cards. There’s only small exceptions like Booms Scheme.
They definitely do not wait to see what needs to be worked on to start working on it. The pipeline for expansions needs to be many ahead so they don’t fall behind.
A prime example of this is Purify, which was released when Priest was absolutely garbage. The Silence Priest archtype was being pushed the next expansion.
My guess is that my one spell lock on phase 2 is a solo adventure, same for phase 3. However, that still leaves phase 3 with 2 spell locks. My best guess (also my most hopeful guess) is that there will be a new class at the end of the year. Hopefully Monk.
I’m more interested in the ‘spell’ that’s next to it. “New Game Mode”. Is Heartstone getting a 2v2 mode? Are we finally getting Tournament Mode?
A tournament mode would be awesome. I am very hopeful for some kind of guild/clan system but that’s doubtful I think.
