I attacked with Exarch Akama and both the 2nd attack effect and its accompanying visual only triggered on 3/4 friendly minions. The one minion excluded was a Troubled Mechanic who was had Rush from Stranded Spaceman. There is only one enemy minion but it survived the damage and I do not see why Rush would not work with Akama’s text.

Akama allows minion to attack again, not to stack attacks for the future
You have to attack with your minion before Akama attacks in order for them to get another attack opportunity

I do not believe this is true. I have, on multiple occasions, used Akama in a way akin to granting Windfury as this is the easiest way to set up lethal and make optimal trades. As I do not own Akama, it’s rather hard for me to get a screenshot of this aspect of him.
Taking him as written you’d expect it to work as you said, though
