Doesn’t count the progress of some achievements in the mercenaries mode.
Conqueror of the Sunken City and the Darkmoon Faire are stuck at 9/10 and 7/11 (in normal mode), although all in-game bosses are defeated.
I also noticed that the progress of some mercenaries’ tasks does not work. Task number 14 for Khadgar - increase the characteristics of allies doesn’t count progress.

Blizzard has stopped supporting Mercenaries mode. these bugs will never be fixed
Well, they stopped releasing new additions and changes, but cosmetics are available in the store, and the bug is related to achievements and progress of existing stages, and all bugs related to achievements are usually fixed within 4-5 patches
As far as I rember progress from heroic sometimes doesnt count toward normal.
Did you try finish it again in normal mode ?
For Khadgar and Task 14 there should help unequip equipment especially “Bakin Bacon” and also try avoid using upgraded (archamge) version of skills then check the progress again.
Upgraded/transformed heroes/abillites are often bugged in sense of progression achievments and tasks.
yes, I tried to finish several bosses on normal difficulty - nothing changed.

Regarding Khadgar - thanks for the advice, I removed all the gear and it helped, progress started.

I can only suggest to do It from scratch and start one after one and start with oldest runs before you progress to newer one.
When some dungeons/runs was release some people start do them straight on Heroic and they have later issues to open next parts/dungeons until they finish them on normal.
So I can only hope that is the issue in your case.
By now Im remembering one more issue… avoid at any cost using of portals and other non standard fights like portals/shortcuts/treasures/boosts/… they may bugged progression as well (especially portal).
And try avoid killing bosses by bursting them to skip some phases if they have such mechanics or abuse they mechanics. Defeat them in the way how they intended to be / should be defeat.
