I am seeing the green checkmark but it still says 0/5 for the open card packs, and the learn the ropes it says 0/3. I am pretty sure I have played 3 games and opened at least 5 card packs. The open pack section is empty. I have 13 decks currently in my collection. It would seem to stop my progress or something if these aren’t reflected. I already restarted the game. I play on PC if that makes a difference.

I noticed this as well, when going through the apprenticeship. As long as the green checkmark is there, you are good. Once you complete these quests, it resets the numbers on the quest. I wouldn’t focus on this, unless you’re being prevented from claiming your tier pack.
It is. We’re a bunch of people who haven’t had any daily/weekly quests for a long time.
Weeklies and dailies come after you have completed the apprenticeship (or skip). For myself, there were no issues. Once you complete each tier of quests, you should be able to claim your Whizbang pack (5 packs total.)

If you claimed all of the packs before completing the apprenticeship, it will give you daily/weekly quests while you are still in the apprenticeship. At this point, make sure all rewards on on the apprenticeship have been claimed. (Including accepting Ranked Ladder).

If you have completed the track and claimed your rewards, and not the packs, then go to the page above shop and navigate to the rewards section in order claim your packs there. This will then unlock the normal Tavern track.
I am basing my information off of your OP and from what I have experienced myself. I hope this helps, if in deed it does not, hopefully you will get some Blue help.
I am telling you, there is no way to neither complete nor skip it.
