Since the server merge we have had an influx of additional illegal platinum sellers as well as spammers spamming trolling/insults/WW2 ideological material. Currently it seems all you need to use world chat is reaching level 15, which is very easy to reach, as it takes about an hour. Normally there is no need to use world chat at that low level as the game holds your hand by giving you a series of story quests, even where you need to engage with content that can be done in a party (e.g. dungeons and elder rifts).
I think world chat should be locked behind Paragon level 1. Then it would actually take real effort to get to that level if your goal was only to use world chat, but would minimally affect players who are just playing the game as intended.
Players can obtain the quest to kill Lassal at level 35+ and they often ask for help with it in World Chat. I also see genuine questions from sub-60 players there. Preventing them from being able to interact with the rest of the player base isn’t a good solution because it penalises genuine players just to inconvenience the spammers.
There is a “find party” option for helliquary raids now. If that’s not doing its job, it needs to be improved such that it does. For genuine questions, if it’s about a game mechanic, then the in-game explanation of the mechanic is not good enough and needs to be improved. Otherwise if it’s something about the meta (e.g. what gems to focus on) then it’s probably too early for the player to worry about that before even being done with the story missions. If they are so eager to know anyway, there are plenty of resources online in the form of youtube videos, reddit and even this forum.
There are other ways to not completely block out genuine players but make life hard for spammers, e.g. having a limit on the messages you can send per day and removing the limit once you do something that requires real effort or dedication (for which I brought up the example of paragon level 1, but other conditions could work, e.g. beating Lassal).
Yes, and if a level 35 player uses that, in the hope of finding seven other players level 35-45 for Lassal normal, they’ll be level 60 before the raid fills up. It’s not the first two weeks after the game went live any more. They ask for help in World Chat, a para 300+ joins their raid and kills it within 2 seconds for them.
The point is, anything that makes things harder for genuine players, just because it inconveniences spammers, is not a solution. You don’t punish everyone just because that includes the guilty.

How would you categorize directly quoting from the person responsible for starting World War 2? I’m sure it’s actually illegal in some countries, the only reason people don’t get arrested for it is because the police have more important things to do than going after players of a video game.
There is no one single person responsible of starting WW2.
If you’re talking about Hitler (you can say his name by the way, it’s not Voldemort…), the man brought Germany from the brink of ruin to one of the greatest powerhouses in modern history.
He was literally a god among men for the German people. What he did later on in WW2 is a whole different (hi)story, however he said (and did) many intelligent and great things before that.
It is not illegal to quote him in any country. That would be called a form of fascism, which is ironically what he was.
It also goes against every single international law of freedom of speech.
It still goes against Blizzard’s TOS, because it’s about promoting racial/ethnic hatred. But that was just one example of what the spammers are spamming about. Others are simply plain annoying, and putting a barrier before them would make them think twice whether it’s worth putting in the time and effort if they will get blocked by every sane person either way.
