It depends on each “affix”, but if you find and equip a second, third or fourth items with these ones, the affixes buff would increase, in these cases: higher % in attack speed, or more duration or higher % of enemy damage taken. Bear in mind that in order to have the maximum buff, you’d need to have 4 items equipped with the same magic affix for the skill. And the buff is only triggered when you use that specific skill.

The (x/4) refers to how many, out of four maximum, items you have with the same affix.
Using mine as an example, having more items with the cleave attribute would mean the cooldown on Cleave would be further reduced for each additional gear item with this attribute. As each item with this reduces it by 0.1 seconds, and I have three of them, the overall reduction is 0.3 seconds…
The Wrath of the Berserker causes more damage, the more items with this attribute I have equipped.
These items, with class-ability attributes, come from Terror Rift chests, Hellslayer Bounty chests, Oblivion Pillar chests and the Codex’s weekly task for consuming 10 Terror Essences.

Not much, but with the new crafting feature and using Rhodolite to choose what affix you want to get (among the ones available for each item), it’s a lot easier. I’ve had some 2/4 and even 3/4. It just happens that as you level up, the gear you find gets better, so you end up eventually “breaking the set” because you’d rather replace your current item for another with higher CR and/or attributes, even if that means that you’ll lose the “special affix” buff.
