Honestly, purely on suggestion, it seems ok.
Keep in mind, Blizzard/NetEase STILL have not managed to balance out the PvP. Whales can still come in at lower levels.
The day Blizzard/NetEase manage to tag on login the level of any whale as being unable to compete below a certain level, no matter how many gems they remove, and read resonance properly, THEN, your suggestion becomes more valid.
