After the most recent patch, Strict Discipline‘s item description says, “Sacred Chain now also causes the first attack against chained enemies to deal 0% increased damage.”
Testing at training dummies by multiple individuals confirmed that the first attack deals after sacred chains no damage when Strict Discipline is equipped.
