Secondary Gear RNG is Tuned Way to Low

2 weekends ago I ran 107 dungeons over the weekend. Last weekend I ran 102 dungeons. During the week in between I ran a total of 47 dungeons. During this 9 day period I held onto all wisps, plus some that I had going into it; that I had collected along the way.

I crafted all of those and my results were pathetic. First off, not one green ever dropped that was above 1742 CR. Of everything I crafted, 2 were lateral upgrades(meaning they were set pieces I could use but no arrows). I turned that crafted gear into wisps, and repeated this process until I had less than 5 left and ended up with 0 upgrades.

How can I craft over 200 wisps and get junk in return? Why is my CR for secondary gear, on average, over 100 CR behind legendary gear? I have gear that is 30 plus levels behind my current para. Reasonable expectations would leave me to believe that I should have gotten some kind of upgrade by now.

I’m para 307(server is at 300) as of this writing. My greens range from a low of 267 to a high of 279. How many weeks is that since an upgrade? Too many!

Come on Bliz. I know I used “I” a lot, but I’m pretty sure these could easily be interchanged with ‘we’ and ‘us’. Can we get this algorithm looked at please?

Each craft takes 5 wisps, so this means you crafted 40 items. Exceptionals are rare. Triple stat exceptionals are even rarer. It would take you way, way more than 40 crafts to get multiple 1782 CR or 1802 CR set items.

Because the maximum CR for set items is determined by the game difficulty they are obtained / crafted in. For Hell 3 (or Inferno 6 as was) that means 1802 CR is the maximum CR for a set item, in that difficulty. This never changes for the entire difficulty.

In contrast, 1802 CR is the baseline maximum for Hell 3 legendary items, i.e. from Paragon 200. However, for every paragon level you go above this, the max CR for legendary items increases. This is why, at over 100 paragon above 200, you are getting legendary items with over 1900 CR.

The rarity of 1782 / 1802 CR set items is intended. They want you to keep farming dungeons for green drops / wisps, precisely because they don’t have anything higher to offer for 100 paragon levels.

Having said that, today’s patch introduces Inferno 1, 2 and 3, so you’ll be re-farming / re-crafting Inferno 1 level greens between paragon 300 and 400 so you’ll have a couple of months to try and get whatever the new max CR is for set items (presumably, over 1900).
