Persistent popup invite can't play character

I deleted one character already and now another is infected.
What is happening is I get a persistent popup box saying " BAD invites you to join the Shadows" (the b is ASCII 225 ) Can cancel repeatedly but returns. Can not play character at all. This starts anytime after level 30.
I have found no way to lose it other than deleting,
