I cannot salvage any Legendary item.
When I try to salvage any Legendary item on blacksmith it gives message “This item cannot be salvaged;Extract its essance instead”.
Same problem on every Legendary items I have
is it bug or I make something wrong?
Non-warband Legendary gear should be stored at the Essence Vendor in town. You can then move the Essences you prefer on to better stated gear…
I separate Non-warband gear, because if you get your warband stash returned to you, those must be scrapped at Blacksmith, would be nice if those could also be used for essence unlock for other classes
You can salvage legendary on Essence Transfer NPC thru Extraction. She is in every town hub. Easy to find.
Yeah, and on that message is also a button for Go Extract
When you click that, you are auto-navigated to the Essence Transfer NPC…
When you get to the Essence Transfer NPC, you can extract the legendaries (use the Multi Extract button if you have lots to extract)…
Confirm which of them you want to extract…
Any legendary whose power you’ve extracted, you could apply to another item of the same slot, e.g. if you found a new main hand with better stats, but not the power you want, you can apply one of the extracted powers to it instead.

But I want to have glowing shards for upgrading my items.
I saw some videos that they were salvaging legendary items and getting glowing shards. But I cant do?

Glowing Shards, and later Flowing Shards, are sent to you at the Essence Vendor… Along with storing the Essences.
You get those too thru extraction. You lose nothing. Don’t worry.
Those videos must have been very old, i.e. prior to the introduction of the legendary essence extraction system, which I’d guess is at least a year ago. (Or they were salvaging legendary items which had been returned from a Warband’s stash, as they cannot be extracted).
When you extract a legendary’s power at the Essence Transfer NPC you get the power made available and you get the glowing / flowing shard (depending on which difficulty the legendary was obtained in). You can even see this in the last screenshot I posted where I’ve selected a number of legendaries to extract, and the Preview section shows what I’ll receive, i.e. 5 flowing shards.

But I need glowing shard for upgrading items.

You can use the flowing shards instead of the glowing shards

No you don’t.
By default, both of these options are Enabled, i.e. unless you have specifically disabled them, they’re already Enabled…
This means that you can use the higher level materials (Reinforced Scrap Materials, Beguiling Dust, Flowing Shards) as if they were the lower level materials (Scrap Materials, Enchanted Dust, Glowing Shards) at a 1:1 ratio, i.e. 1 of a higher material equates to 1 of the lower material.
It also means that you can use the lower level materials as if they were the higher level materials at a 20:1 ratio, i.e. 20 of a lower material equates to 1 of the higher material.
This was introduced so that as you get into higher difficulty content, where salvaged items only yield the higher level materials, you could still do the lower rank upgrades (which nominally want the lower materials) by using the higher level materials instead.
I personally only found that issue once and worked out what it was. It is not the same circumstances though. It was when I did a temporary character class change. When you revert back, you can obviously only select one item of duplicates. Unknowingly, I selected the one they replaced when it reverted back, much farther down the track. Because it was not the original piece I had, the game recognised that I had extracted the same original piece earlier, so the only option I had was to destroy it, which is fine.
