I found a rune but I can’t socket it at Charsi. The rune is blurred out and I get the message ‘not a valid rune socket’
I have 2 runes now, BOL and NOU. I go to Charsi, and go to the rune socketing page, and I get the screen with the 8 items with blank sockets, and the 2 runes on left but greyed out, and the screen says there are no runes, and I click on the rune and it flashes up ‘not a valid rune slot’.

What you are reporting is not a bug.
However, the explanation is rather long-winded.
Back in the long, long ago times, when heroes ran Elder Rifts, the guardian would drop lots and lots of different rune types. Combining these allowed the crafting of gems at the Apprentice Jeweller. Many, many months passed and Blizzard changed Elder Rifts so that the only type of rune the Guardian dropped were AST runes, and these could be used to craft gems. This simplification was because some of the other runes were way, way more in demand than others, so players had lots of the less useful ones. The Apprentice Jeweller would allow you to convert these old runes into the newer AST runes, some at a rate of 2:1, some at a rate of 4:1. Then came this morning’s patch and all of your AST runes were converted into Telluric Fragments, and you can craft gems with these. And that leaves the old runes, which people didn’t have 2 or 4 of, leaving dribs and drabs of 1 or 1-3 of them, that couldn’t be converted to AST runes, and now can’t be converted into Telluric Fragments.

These old runes have nothing, what-so-ever to do with the brand new rune system that was introduced in this morning’s patch, because they’re intended for use at the jeweller, not the blacksmith.
If only someone had asked for a way to remove these old, useless runes from the Inventory. Oh, wait. I did, nine months ago in September 2023…
