No, there is NO cool down for any spell in Diablo 2 in the sense of “cool down” as we know today.

The perceived “cool down” in D2 is actually a “casting delay” - which is imposed by the game on spells (or skills, as we call today) in terms of how long it takes you to cast a spell. Officially it’s known as a casting delay. It’s not the same as cool down.
Neither Frozen Orb or Blizzard is an instant spell. Both spells take a short moment to complete. And the time needed to complete the spells is known as casting delay. Without a cast delay, both spells could become instant spells, which means you could cast them as fast as you can click your mouse - possibly as fast as more than 10 times per second. However, because of no cool down, as soon as you have completed one cast, you can immediately start to cast the same spell again. A casting delay and a cool down are not the same thing!

What do we mean by “cool down” nowadays? It’s the minimum time you have to wait out (after you have cast one spell) before you can begin to cast the same spell once again. There is no such thing in Diablo 2.
For classes that have lots of buff/debuff skills. Barb shouts and Necro curses need them.
Depends who you ask. I think 6 is fine and an argument can be made for a dedicated Ulti slot, but as you can see from reading this dumpster fire of a thread some players answer will always be “1 more slot”.

6 is totally fine. They could only consider skills key bind F1-F4.
Yes. Why do you think an argument can be made for dedicated ult slot?
The usual immediate counter argument is now you are essentially requiring all players to run with ult, even if they had the option to go with the slot empty and use the 1-3 skill points elsewhere.
However, since we have these new BIG shiny ults with long CD in D4, I will take a 7th slot as a reserved ult slot for the sake of build fun and variety over having 6 flat slots.
It’s one of the biggest flaws in the game, Lost Ark has 8+2 ultimate buttons, Path of Exile has 8(?), in D2/D2R you can basically bind every ability to be used. Why do we only have 6???
In my opinion its not harder to press more buttons. Than i just take every buff or defensive and i am done.
Its harder to work with what we have here and decide if i want more mobility, damage or a defensive and to use those in the right moment.
I think we just have a different viewpoint at this topic.
Diablo 2 Called them CAST DELAY. it may be similar to a COOLDOWN, but as he mentions, they are recastable as soon as the first effect ends. wheras ‘cooldown’ skills of D3-4(wow, or anyother game ) , will fire off, do tehir thing, then, wait for it, wait for it wait for Oh hey i cant finally cast it again.
i called them Cooldowns myself in D2 only after jumping onto the WoW bandwagon at the end of 2006.
D2r did a rework that removed Most of the longest ’ casting delays ’ notitbly Hydra, which witha Hydra Orb Telelport, rotation i knew that after 3 casts, of any available skill, (really it was between 2 and 3, resulting in a required 3 casts consecutive with no pausing) my Hydra cast delay was available, So utilizing that, i was able to maintain 5 hydras rotation 2 in one spot, 3 and the other, as i did either orb+2 tele rotations, or 3 tele casts for further spacing of the 5 total hydras, Bosses would Ping-pong thru a near strait line of the Hydras, with an ocasional orb complimenting them.
fast forward 12+years, and i find Hydras Spamable, making the use of X amount of casts = delay reached its end.
as i said, i refer to it as cooldownt oday, but it was orginally referd to as a Casting Delay since they overlapped other skills, casting Armagheddon, delayed teh cast of OTHER fire skills. < that is where i would agree that they arnt Cooldowns, but will concede on the ~1second delay of Orb being one.
I mean, the argument falls apart with things like fissure that have a cd specifically so you can’t spam, you can have 2 fissures up at a time (2 sec CD, 3.5 sec duration)
