The disabling root Enumerator worked for me. At least for now. I was getting stuttering every 30-40 seconds like clockwork. No matter what graphical setting I used it would do this. As soon as I disabled this, it worked. Thanks for this!
I’m also getting persistent stuttering as I play, but I didn’t have this issue during either prior beta test. Closed all other applications and set my graphics to Low, still stutters. This is making ranged attacks difficult to aim, as well as dodging attacks at the right time. Even some of the dialogue videos (e.g. first talk with Donan) stutter.

EDIT: I don’t have Hyper-V on my Windows 10 Home to disable. I did disable RRAS Root Enumerator and that seemed to help, but did not eliminate the stuttering completely.

It seems like the guys went overboard with scanning the hardware components in the game.
You should verify frequent hardware changes and reduce them until the bug is fixed.

Open the device manager and see if it refreshes list itself every few sec.
If it does, it means that something is being installed/uninstalled.
You can find the details in the system logs.
Disabling both Microsoft Device Association Root Enumerator and the usual Microsoft RRAS Root Enumerator helped immensely. There’s still a little stuttering, but it’s much less.
Game seems to run smoother with both those things disabled. Nice!

I can confirm that disabling the Device Association Root Enumerator helped me.
Disabling these 2 (Microsoft Device Association Root Enumerator and Microsoft RRAS Root Enumerator), did NOT fix it for me.
Does anyone have any other ideas?
YES please fix this crap, feels like playing an alpha with all the content, didn’t pay for lag & stuttering on a rig that can handle all of this easily

Turned off all of that S#!t and my stuttering is gone as well.
I’ve tried all the fixes with no luck. Early access has been a complete waste so far
I got home finally and these fixes didnt work for me. And no in game settings change helped in any way either. It doesn’t make sense that i can play any game old or new in the dozens of games i have loaded perfectly fine, but this game which has lower requirements is stuttering. I wish they would at least reply and acknowledge this.
I played all night last night with no issues.
I jump on today and there is an update. I have this tick every 4 seconds.
The screen flashes on the loading screen and the armor or garments bounce and tick.
tick tick tick tick… driving me nuts!!!

I came across this thread because I was having the same issues. All yesterday and last night, the game was flawless with everything maxed. Today it started doing that thing where every 15 seconds the game’s FPS would crash to 5 and then go right back up to where I have it capped (144). I tried the suggestion to go to the device manager but it kept auto-refreshing so I googled that and found a Microsoft thread that said maybe there is a faulty USB device plugged in or something and since you guys were having success stopping the Enumerator setting I looked at what was actually attached to that…my printer.
My printer has been having some malfunctioning issues (which has also happened in the past…it’s a cheap printer lol) so I unplugged that from my computer and everything is all good again. So a combination of this thread and Googling helped fix it. I thought it was a server issue because when the FPS would drop, the latency in-game would spike up too.
Technology sometimes huh? Sigh.
so i checked my Task manager randomly and found up top Addinprocess.exe was using 100 percent of my GPU. I know malwarebytes is trusted so i used that, it found that file, killed it, and now the game works with no stutter so far. ill report back in 24 hrs to tell you if its still ok. My guess, crypto miner scum bag. im too broke to hack for money, lol
