I was level 47 Hardcore and while in a boss fight on Act 4, I started rubber banding very badly, and then was disconnected. I had a scroll of Escape, but when I log back in I was dead. I am under the impression that the scroll of Escape is to save you in case of a disconnect. Also I was at full life had teleported far from the boss when I was disconnected. Thanks for your time.
No, you need to use the scroll as any other consumable.
You will get teleported instantly when you use it.
I clicked on the scroll when I started lagging, it said not available for use, or something like that. The first one that dropped for me I tested it, I wasn’t sure if it was a buff or an instant use. Once I realized it was an instant use teleport I put 2nd one I found my emote wheel. And again as soon as the lag spikes started coming I tried to use the scroll but it said it was not able to be used.
I saw some YouTubers testing this in the beta, wujio was one of them. I seem to remember the mechanic was if it was in your inventory and you get disconnected it is supposed to prevent your death. That be wrong I will go bad and rewatch the video, Either way I tried both and neither worked.

That is interesting if it would work like that and actually be a nice feature.
I have only used the scroll twice. The first time was to, just like yourself, test how it worked, and the second time was when I actually was in need of using it or risk losing my HC character.
If you figure it out, please update it here so others know as well.

I found information about the scroll and you are right.
These are quotes from Joe Shely - Diablo 4 Game Director:
“This is a challenging problem from an engineering point of view. We don’t want to solve it by making hardcore not matter. There’s an expectation of what hardcore means. In Diablo 4, we have a consumable that’s rare and limited. If you’re in a dangerous situation, you can use the item to escape. The Scroll of Escape.”
“You’re not going to have a lot of these. We don’t want to obviate the danger of hardcore. You asked about disconnects. If you disconnect in a dungeon and have a scroll, you will automatically use it.”
The quotes are from February 2022, I am unsure if anything has changed after this.

In the Diablo IV Campfire Chat, Joe Shely spoke about the Scroll of Escape again.
It appears it does not currently possess the ability to be automatically used upon a disconnect, but it is something that will be implemented and the time frame is around Season 2.
This also happened to me, I had a scroll of escape on my item wheel and I was killed and during the 2 seconds of invulnerability from death evasion I attempted to use a scroll of escape from my item wheel and it didn’t even work and was killed anyway. I was level 63.
