Same problem! I have 1809 version of Windows 10. Nowhere in the recommended requirements is it written about a specific version of Windows!

on the site it says * OS: 64-bit Windows 10. , is Windows 10 version 1909 only for the beta or can i use Windows 10 1809 LTSC at launch ?

By default, we always recommend and support only the latest Operating System version for any OS. Though a range of them can work, if left undated for long enough, problems can develop.

i did a full reinstall of battlenet and d4 beta and its able to play now

Reinstalling battlenet fixed the issue for me. now i just have a 2 hr queue.
