Evidence suggests this is exactly what they are doing. 60 levels with skill points, your character level is capped at 60. After that, you earn paragon up to some cap, one paragon per “level”. There are multiple indicators that 60 is the new level cap.

From what I’ve seen, seems more likely that the level cap is being lowered to 60 instead of being increased.
And that would be the better one.
We just have to wait and see what the paragon level will be like.
