Manuals are the issue. Items should always improve with tempering but they do not. They can be left with useless affixes. Some ppl will say this is not a brick but I think it is. You are not going to choose a new weapon without chance to cast chain lighting twice over one that has it almost all of the time as a chain lightning build. This is the issue. The scrolls and the more tempers per GA are just here to help cover up this issue. More rolls is not a solution. A proper solution is a solution.
